The Board may issue a license as a nursing facility administrator or an administrator of a residential facility for groups, without examination, to any applicant who holds the same license from another jurisdiction, if the Board finds that the standards for licensure in the other jurisdiction are the substantial equivalent of those prevailing in this state and that the applicant is otherwise qualified.
