The board of county commissioners of a county or the governing body of a city may, by ordinance, prohibit any person from advertising within its respective jurisdiction as a junk dealer or a secondhand dealer unless the person holds a valid license or registration to engage in such a business within the jurisdiction. The county or city may require that the number of the persons business license or state business identification number be included in such advertising.
