1. The Board shall not refuse to issue or renew any license to operate a barber school except upon 20 days notice in writing to the interested parties. 2. The notice must contain a brief statement of the reasons for the contemplated action of the Board and shall designate a proper time and place for the hearing of all interested parties before any final action is taken. 3. Due notice, within the provisions of subsection 1, shall be deemed to have been given when the Board deposits with the United States Postal Service a copy of the notice, addressed to the designated or last known residence of the person applying for the license or to whom the license has already been issued.
