Screening, brief intervention and referral to treatment approach means an evidence-based method of delivering early intervention and treatment to persons who have or are at risk of developing a substance use disorder that consists of: 1. Screening to assess the severity of substance use and identify the appropriate level of treatment; 2. Brief intervention to increase awareness of the persons substance use and motivation to change his or her behavior; and 3. Referral to treatment for persons who need more extensive treatment and specialty care for substance use disorder.
