Administrative physician means a physician who is licensed only to act in an administrative capacity as an: 1. Officer or employee of a state agency; 2. Independent contractor pursuant to a contract with the State; or 3. Officer, employee or independent contractor of a private insurance company, medical facility or medical care organization, and who does not examine or treat patients in a clinical setting.
