A regulatory body shall develop opportunities for reciprocity of licensure for any person who: 1. Is an active member of, or the spouse of an active member of, the Armed Forces of the United States, a veteran or the surviving spouse of a veteran; and 2. Holds a valid and unrestricted license to practice his or her profession that is not recognized by this State.
