1. The purposes of this chapter are to: (a) Provide vocational rehabilitation services to individuals with disabilities so that they may prepare for and engage in competitive integrated employment; (b) Promote vocational rehabilitation services and related activities which will assist individuals with disabilities to reach their fullest potential; and (c) Encourage and develop facilities and other resources needed by individuals with disabilities to engage in competitive integrated employment. 2. The provisions of this chapter shall be liberally construed to effect its stated purposes.
