1. A person shall not represent that another person has been specially selected in connection with the sale or lease or solicitation for sale or lease of any goods, property or service unless: (a) The selection process is designed to reach a particular type of person; (b) The selection process uses a source other than a telephone directory, city directory, tax listing, voter registration record, purchased or leased mailing list or similar source of names; and (c) No more than 10 percent of those considered are selected. 2. As used in this section, specially selected means the use of language that has a tendency to lead a reasonable person to believe he or she has been specially selected, including, but not limited to, carefully selected and you have been chosen.
