No distributor subject to the provisions of any stabilization and marketing plan shall purchase milk from producers who cannot comply with the provisions of NRS 584.325 to 584.670 , inclusive, in such plan. No such plan shall involve a limitation upon the production of fluid milk or fluid cream.
