The production and distribution of fluid milk and of fluid cream is hereby declared to be a business affected with a public interest. The provisions of NRS 584.325 to 584.670 , inclusive, are enacted in the exercise of police powers of this state for the purpose of protecting the health and welfare of the people of this state.
