1. If, after the application and inspection, it appears to the satisfaction of the Director that the applicant has fully complied with all regulations governing the sanitation and grading of milk and milk products, the Director shall issue a permit to the applicant. 2. The Director shall keep a record of all applications for permits and permits issued by it, which must be a public record.
