Private applicator defined

Private
applicator means an applicator who is certified to apply or supervise the
application of any restricted-use pesticide for purposes of producing any
agricultural commodity on property owned or rented by the applicator or the
applicators employer or on the property of the applicators neighbors if
applied without compensation other than trading of personal services between
producers of agricultural commodities.
