The board of directors of a weed control district may: 1. With the approval of the State Quarantine Officer, appoint a weed control officer. 2. Receive and expend any moneys provided by assessment, voluntary contribution or otherwise for the control of weeds in the district. 3. Exercise any other power necessary or proper to effectuate the purposes for which the district exists. 4. Elect a chair from among its members, and secretary who may or may not be a member.
