Petition to require observance: Court to retain jurisdiction until work completed; entry of judgment for costs and expenses; judgment as lien

1. The court shall retain jurisdiction of
the case until after the work has been completed.
2. Upon completion of such work pursuant
to such order of the court, the Commission may file a petition with the court,
a copy of which shall be served upon the defendant in the case, stating the
costs and expenses sustained by them in the performance of the work and praying
judgment therefor with interest.
3. The court shall have jurisdiction to
enter judgment for the amount of such costs and expenses, with interest at the
rate of 5 percent per annum until paid, together with the costs of suit,
including a reasonable attorneys fee to be fixed by the court.
4. The Commission shall have further
authority to certify to the county recorder of the county or counties in which
any of the lands of the land use district are situated the amount of such
judgment, which shall be a lien upon such lands, and shall be collected as
general taxes upon real property are collected. The procedure for collection of
delinquent general taxes upon real property shall be applicable to the
collection of such judgments. When such judgment shall be paid or collected,
the proceeds shall be paid over to the Commission.
