1. The supervisors of any two or more districts organized under the provisions of this chapter may cooperate with and enter into agreements with one another in the exercise of any or all powers conferred in this chapter. 2. Any district may enter into such agreements with a district or districts in adjoining states to carry out such purposes if the law in the other states permits the districts in the states to enter into the agreements.
