1. If the Commission determines that the operation of the proposed district within the defined boundaries is administratively practicable and feasible, the Commission shall appoint five supervisors to act as the governing body of the district until the time of the election of five supervisors by the qualified electors of the district, at which time such appointments shall be terminated. The number of supervisors elected to 2-year and 4-year terms shall correspond to the respective numbers so elected in all other districts at that particular election. 2. A candidate for the office of supervisor must be registered to vote in the district from which the supervisor is elected. 3. The five supervisors appointed by the Commission shall be persons who are by training and experience qualified to perform the specialized, skilled services which will be required of them in the performance of their duties hereunder.
