Nevada Code § 548.113

Legislative declaration: Special expertise of conservation districts

It is hereby declared,
as a matter of legislative determination, that conservation districts may be
recognized as having special expertise regarding local conditions, conservation
of renewable natural resources and the coordination of local programs which
makes conservation districts uniquely suitable to serve as cooperating agencies
for the purpose of the National Environmental Policy Act of 1969, 42 U.S.C. 
4321 et seq., and any other federal laws regarding land management, and to
provide local government coordination for the purposes of the Federal Land
Policy and Management Act of 1976, 43 U.S.C. 1701 et seq., and any other
federal laws regarding land management.
