Legislative declaration: Consequences for failure to plan for conservation

It is hereby
declared, as a matter of legislative determination, that the consequences of
failing to plan for and accomplish the conservation and controlled development of
the renewable resources of the State of Nevada are to handicap economic
development and cause degeneration of environmental conditions important to
future generations.
