Land occupier or occupier of land means any person, firm or corporation which holds title to, or is in legal possession of, any lands lying within a district organized under the provisions of this chapter, whether as owner or as lessee or tenant under a lease or rental agreement for a term of 1 year or longer, but does not include transient users.
