1. Any person desiring to make a connection to any storm water drain or flood control facility of the district or to cause storm waters to be emptied into any ditch, drain, canal, floodway or other appurtenant structure of the district shall first make application to the board to make the connection. The board may require the connection to be made in such manner as it may direct and may impose such reasonable connection fees as it deems proper, or, if reasonably justified by the circumstances, may refuse permission. 2. Any person making a connection or causing floodwaters to be so discharged without first having obtained permission is guilty of a misdemeanor.
