Investigations, studies and research; development of new techniques and processes; establishment of standards and criteria

The board may:
1. Carry on technical and other
investigations of all kinds.
2. Make measurements, collect data and
make analyses, studies and inspections pertaining to the control of floods and
the use of floodwater.
3. Engage in research.
4. Participate or cooperate with local,
state and federal agencies or private or public corporations in the development
of such new techniques or processes as may apply to the field of water
management, both within and without the district.
5. Establish standards and criteria
concerning the design of systems for drainage.
