Citizens advisory committee: Creation; composition; powers and duties

1. Each district shall establish a
citizens advisory committee to be composed of representatives of the general
public. The committee must consist of one member appointed by the county and
each city all or part of whose territory is included in the district, and one
member appointed by each member of the board. The board shall determine the
terms of the members.
2. The members of the committee shall
elect a chair and a vice chair. The committee may adopt rules for its own
management.
3. The committee may meet as often as
necessary to advise the board.
4. The committee shall represent the
public interest and advise the board on matters related to the master plan and
such other matters as the board directs.
