Nevada Code § 543.290

Organizational hearing; ordinance creating or abandoning

1. At the place, date and hour specified
for the hearing in the notice or at any subsequent time to which the hearing
may be adjourned, the board of county commissioners shall give full consideration
to all protests which may have been filed and shall hear all persons desiring
to be heard and shall thereafter adopt an ordinance either creating the
district or determining that it shall not be created.
2. Any ordinance creating a district may
contain such changes as may be considered by the board of county commissioners
to be equitable and necessary.
