Nevada Code § 543.188

Taxpaying elector defined

Taxpaying
elector means a person who is qualified to vote at general elections in this
state, whether or not registered to vote or a resident in the district, and
who, or whose spouse, is obligated as an owner or as a contract purchaser at a
designated time or event to pay a general tax on real property within the
district.
