Nevada Code § 543.170

Legislative declaration

The
Legislature finds and declares that:
1. Facilities to alleviate flooding in any
district, whether located in a city, an unincorporated town or another
unincorporated area of the county, benefit all the residents and owners of
property in the district.
2. These facilities provide protection for
life and property throughout the district, and usually require planning and
development throughout a drainage basin.
