Cases to be heard by court at earliest practicable moment

1. All cases in which there may arise a
question of the validity of the organization of a water conservancy district or
a question of the validity of any proceeding under this chapter shall be
advanced as a matter of immediate public interest and concern, and be heard at
the earliest practicable moment.
2. The courts shall be open at all times
for the purposes of this chapter.
