1. When a contract shall have been entered into and is in force and effect between the United States and any irrigation district, the district shall not be dissolved, nor shall the boundaries be changed, except upon written consent of the Secretary of the Interior, filed with the official records of the district. 2. If such consent is given and lands are excluded, the areas excluded shall be free from all liens and charges for payments to become due to the United States.
