1. To secure complete drainage of the lands within any irrigation district, including field drainage and storm drainage, the board of directors is vested with full power to widen, straighten or deepen any watercourse or remove any obstruction or rubbish therefrom, whether the watercourse is situated in, outside of or below the district, and, when it is necessary, straighten or alter the natural watercourse by cutting a new channel upon other lands. 2. The value of the lands to be occupied by the new channel, and damages, if any, made by the work may be ascertained or paid in the manner provided for the exercise of the right of eminent domain in this state. 3. The expenses of the work provided for in this section must be paid from money arising from assessments upon lands within the district or in any lawful manner acquired.
