1. Not later than 60 days before any general election of the district, if a petition, signed by the qualified electors of the district equal in number to 35 percent of the qualified electors of the district, requesting that directors from each division of the district be elected by the qualified electors of that division and not by the qualified electors of the district as a whole, is filed with the board of directors, the board shall place upon the ballot of the next district election or primary or general state election the question of whether directors from each division shall be elected by the electors of the division and not by the electors of the district as a whole. 2. If a majority of the votes cast at the election are in favor of electing directors from each division by the electors from that division alone, thereafter the directors in the district must be elected in that manner.
