Nevada Code § 539.077

Assistant secretary: Appointment; duties

The board may also appoint an assistant
secretary who shall exercise such of the powers and perform such of the duties
of the secretary as may be designated by the board of directors, except that
such assistant secretary shall not be invested with authority to sign on behalf
of the secretary any bonds of the district.
