1. Contiguous or neighboring lands susceptible of irrigation from the common source or combined sources, not included in the district as described in the petition, at the hearing may, upon application of the holder or holders of title or evidence of title thereto as prescribed in NRS 539.020 and 539.023 , be included in the district. 2. Lands described in the petition not susceptible of irrigation from such system or systems may upon similar application be excluded therefrom. 3. The board of county commissioners shall not modify the boundaries described in the petition so as to change the object of the petition or so as to exempt from the operation of this chapter any land which is susceptible of irrigation by such system or systems.
