1. Whenever it is proposed to organize an irrigation district, a petition shall first be presented to the board of county commissioners of the county in which the lands or the greater portion thereof are situated, signed by the required number, possessing the qualifications provided for in NRS 539.020 and 539.023 , which petition shall: (a) Set forth and particularly describe the proposed boundaries of the district. (b) Pray that the same may be organized under the provisions of this chapter. 2. The petitioners may determine in the petition whether the proposed district shall be divided into three, five or seven divisions, and whether it shall have three, five or seven directors. If no number is named in the petition, the board of county commissioners may determine whether the number shall be three, five or seven.
