State Engineer or assistant not liable for damages caused by dam or reservoir failure

The State
Engineer and any assistant of the State Engineer are not liable for any damages
caused by the partial or total failure of a dam or reservoir as a result of any
inspection, emergency response or enforcement of an order or regulation by the
State Engineer or his or her assistant.
