1. The State Engineer may, with the consent of the Director of the State Department of Conservation and Natural Resources, appoint such technical, clerical and operational staff as the execution of the duties of the State Engineer and the operation of the Division may require. 2. Snow survey personnel appointed for the purposes of NRS 532.170 are exempt from the provisions of chapter 284 of NRS.
