The State Forester may, subject to the administrative supervision of the Director of the State Department of Conservation and Natural Resources: 1. Employ personnel. 2. Procure necessary equipment, supplies and services. 3. Enter into contracts in the name of the State Forester. 4. Designate or appoint as his or her representatives employees of his or her cooperators, including employees of the United States or any agency thereof. 5. Adopt reasonable regulations for effectuating the purposes of NRS 527.130 to 527.230 , inclusive.
