1. The applicant or licensee may, within 30 days after receipt of the notice of denial or complaint, petition the Administrator in writing for a hearing. 2. Upon filing the petition, a date for hearing must be fixed, which must be within 30 days after the date on which the petition was filed. 3. Within 20 days after the hearing, the Administrator shall make written findings of fact and conclusions.
