1. A resident of this State who holds a drivers license, a motorcycle drivers license or a motorcycle endorsement to a drivers license or who is eligible to apply for such a license or endorsement, or a nonresident who is a member of the Armed Forces of the United States, a reserve component thereof or the National Guard and who is stationed at a military installation located in Nevada, may enroll in the Program. 2. The Director shall establish a fee of not more than $150 for the Program.
