Every application for an instruction permit under the provisions of subsection 4 or 5 of NRS 483.280 or a motorcycle drivers license under the provisions of NRS 486.011 to 486.381 , inclusive, must be made upon a form furnished by the Department. There must be no charge for the making and filing of the application.
