A school for training drivers may not offer or provide training to a person whose age is less than 15 years unless the person has been issued: 1. A restricted license pursuant to the provisions of NRS 483.267 or 483.270 ; or 2. A restricted instruction permit pursuant to the provisions of subsection 3 of NRS 483.280 .
