1. The Department may enter into an agreement with another state to facilitate the exchange of information concerning the issuance, renewal, suspension or revocation of drivers licenses and to ensure that each driver possesses only one license and driving record. 2. The Department shall adopt regulations necessary to carry out any such agreement.
