License means any drivers license or permit to operate a vehicle issued under or granted by the laws of this State, including: 1. Any temporary license; 2. Any instruction permit obtained in accordance with NRS 483.290 ; and 3. The future privilege to drive a vehicle by a person who does not hold a drivers license.
