1. Rebuilder means a person engaged in the: (a) Business of reconstructing motor vehicles by the alteration, addition or substitution of substantial or essential parts; or (b) Assembling of replica or specially constructed vehicles from unassembled parts. 2. Nothing in this section shall be construed to require any licensed new or used vehicle dealer to secure a license as a rebuilder in conjunction with rebuilding in his or her own facilities.
