Qualifying service-connected disability means: 1. A service-connected disability rated at 100 percent; 2. More than one service-connected disability, the combined ratings of which add up to at least 100 percent; or 3. A service-connected disability of any rating that constitutes or includes a permanent disability that qualifies a person for a special license plate pursuant to NRS 482.384 .
