Out-of-service order means a temporary prohibition on operation by a motor carrier that is issued: 1. By a federal or state entity with authority to issue such a temporary prohibition; and 2. Pursuant to a provision of 49 C.F.R. Part 385 or 386 that is specified in regulations adopted pursuant to NRS 482.2914 .
