New vehicle dealer means any: 1. Vehicle dealer licensed under the provisions of this chapter as a new vehicle dealer who has a franchise from a manufacturer of vehicles to sell new vehicles and who acquires new or new and used vehicles for resale; or 2. Manufacturer described in NRS 482.36349 that is licensed under the provisions of this chapter as a new vehicle dealer.
