Wholesale dealer defined. [Effective until the date upon which a federal law establishing standards for fire-safe cigarettes becomes effective.]

Wholesale dealer
means:
1. Any person other than a manufacturer
who sells cigarettes or other tobacco products to retail dealers or other
persons for purposes of resale; and
2. Any person who owns, operates or
maintains one or more vending machines which dispense cigarettes or other
tobacco products and which are located on premises owned or occupied by another
person.
