Terms of office; designation by lot; nonpartisan office

1. The directors elected at the election
organizing the district shall immediately enter upon their duties. At the first
meeting, the first board of directors shall so classify themselves by lot that
a minority of their number go out of office on the first Monday in January
following the next succeeding biennial election, and the remainder of their
number on the first Monday in January following the second succeeding biennial
election.
2. Thereafter, directors shall hold their
offices for terms of 4 years from and after the first Monday in January
following their election and until their successors are elected and qualified.
3. The office of director is a nonpartisan
office.
