1. The board of county commissioners shall then cause a copy of such order, certified by the clerk of the board, to be immediately filed for record in the office of the county recorder of each county in which any portion of the lands included in the county fire protection district are located, and must also immediately forward a copy thereof to the clerk of the board of county commissioners of each such county. 2. The board of county commissioners shall not, after the date of the organization of the district, allow another fire protection district to be formed within the district without the consent of the owners thereof. 3. From and after such filing, the organization of the district is complete.
