License required to conduct racing or pari-mutuel wagering; exceptions

1. No person or persons, association or
corporation, except state fair associations, agricultural societies, county
fair and recreation boards, and other associations to which state or county aid
is given, may hold or conduct any meeting within this state where racing is
permitted for any stake, purse or reward, except when the person, association
or corporation is licensed by the Nevada Gaming Commission as provided in this
chapter.
2. Except as provided in chapter 464 of NRS, it is unlawful for any
person, firm, association or corporation, either as owner, lessee or employee,
whether for hire or not, except state fair associations, agricultural societies,
county fair and recreation boards, and other associations to which state or
county aid is given, to operate, carry on, conduct or maintain in this state
any form of wagering under the system known as the pari-mutuel method of
wagering on any racing event, without having first procured a license for the
same as provided in this chapter.
