1. The Commission shall not approve a nonrestricted license for an establishment in a county whose population is 700,000 or more unless the establishment is located in a gaming enterprise district. 2. The location of an establishment within a gaming enterprise district may not be expanded unless the expansion of the location of the establishment is also within a gaming enterprise district. 3. If an establishment is not located within a gaming enterprise district, the establishment may not increase the number of games or slot machines operated at the establishment beyond the number of games or slot machines authorized for such a classification of establishment by local ordinance on December 31, 1996.
